### Added

- The specification: `SKILL.md` — the core install path (the
  roadmap architecture, the ID grammar and nine-word status
  vocabulary, the three rules, the decision system, gates,
  retrofit, delivery).
- Five reference layers, each with a stated activation trigger:
  decision craft, waves and streams, continuity (including the
  compaction protocol), versioning and currency, and programs.
- Repo fog named; the caboose's three instruments (records,
  vantage, lantern) installed against it.
- README, contributing guide, license (CC BY 4.0), citation
  metadata, and this
  ledger.
